高速上右道遇到慢车硬挤进来怎么办？

昨天高速同方向两道路。 我在右道，前面是辅道并道线，我放慢速度让过2辆车并道。
但第三个红车并道速度太慢，想直接挤进右道来。我已经放慢速度从70（限速70）到60了，但红车并道速度太慢，眼看我要撞上他了，我使劲刹车，同时快速扫描左道情况，想着如果左道没有车，我能拐到左道去。
无奈左道后面不远处有个白车，我觉得没有足够安全距离，而且我为了让红车已经减速了，不敢贸然换左道，否则坏了左道的事。
但我为了避开慢腾腾强行并道的红车（他已经半个车身挤到我在的右道了），我骑到左右道分割线上开了几米，左道白车和我后面的车见此情景也慢慢减速。。。好在大家都没出事，但我还是惊出一身汗。。。小孩子也在车上呢。
红车司机这时候反应过来了，慢慢又缩回辅道，好在辅道前面是下高速的路，所以距离足够长，他又又开了几秒钟才并道。
下了高速我自己惊魂未定，主要原因是我孩子也在车上。而且同样路段4年前一个学生度假回来在这里出车祸，当场就不行了。我做志愿者参与接待她从国内赶过来的父母，她父母失去独生女那种悲伤的样子，我久久不能忘。。。
想问问行程的各位大侠高手，
1）
遇到慢车强行并道，我最安全，或者最合乎交规的做法应该是什么？我能想到的就是拼命刹车，但是不要贸然换道。我觉得自己非常对不起左道白车，我骑在左右道分割线上开了几米，差点坏了左道的事。
2）
我下一个路口就要从右边下高速了，所以我在右道呆着。是否预计到繁忙的路口早早换到左道，让出右道来更安全？以后在这个地段的右道，我得多留心。
也是提醒我自己，并道要提前观察好右道车流，加速，有足够安全距离了再打灯并道。不能慢腾腾跟红车一样，差点害了2辆车。

老美也在问路权啊，不知道是否各州法律不一样。

FL是并道车要让？
Merging traffic must yeild... There'll be reference to that fact in your Florida Driver's Handbook; although, it is not a legal reference as the disclaimer states in the front of the handout.

    Sec. 11-709.1. Driving on the shoulder.
    (a) Vehicles shall be driven on a roadway, and shall only be driven on the shoulder for the purpose of stopping or accelerating from a stop while merging into traffic. It shall be a violation of this Section if while merging into traffic and while on the shoulder, the vehicle passes any other vehicle on the roadway adjacent to it.
